The System Requirements section at the download page for the MSRT version you indicated states the following.

So it's more likely that the operating system detection being done on the page where you initially attempted to download the MSRT is not set up properly for Windows 10 yet.
I also noticed that the official Safety and Security Center page for the MSRT states the following:

So even that hasn't yet been corrected for the current released versions of Windows 10, so likely the web site support groups responsible for these updates are simply behind in brining the required changes up to date.
I would suggest that you simply try downloading the tool manually from the site which is complaining or from the download site I referenced above as if you were going to run it on a different system. Then once it's saved to a folder on your Windows 10 system try running the downloaded package from there, since that might bypass whatever detection logic is failing on the original website.
